Bioenergy Partnership (GBEP)
The Global Bioenergy Partnership was launched, following an agreement
by the G8 +5 (Brazil, China, India, Mexico and South Africa) at
the 2005 Gleneagles Summit, to support wider, cost effective,
biomass and biofuels deployment, particularly in developing countries.
At the 2007 Summit in Heiligendamm, this commitment was reinforced:
"We invite the Global Bioenergy
Partnership (GBEP) to continue its work on biofuel best practices
and take forward the successful and sustainable development of
bioenergy" (G8 Summit Declaration
- Heiligendamm, 7 June 2007).
Purpose and Objectives
GBEP provides a forum to develop effective policy frameworks to:
- Suggest rules and tools to promote sustainable biomass and
bioenergy development;
- Facilitate investments in bioenergy;
- Promote project development and implementation;
- Foster R&D and commercial bioenergy activities.
GBEP's main functions are to:
- Promote global high-level policy dialogue on bioenergy and
facilitate international cooperation;
- Support national and regional bioenergy policy-making and
market development;
- Favour efficient and sustainable uses of biomass and develop
project activities in the bioenergy field;
- Foster exchange of information, skills and technologies through
bilateral and multilateral collaboration;
- Facilitate bioenergy integration into energy markets by tackling
specific barriers in the supply chain.
Partners and Membership
GBEP brings together public, private and civil society stakeholders.
Current partners are: Brazil, Canada, China, France, Germany,
Italy, Japan, Mexico, Netherlands, Russian Federation, United
Kingdom, United States of America, FAO, IEA, UNCTAD, UN/DESA,
UNDP, UNEP, UNIDO, UN Foundation, World Council for Renewable
Energy (WCRE) and European Biomass Industry Association (EUBIA).
Austria, Indonesia, Israel, Kenya, Mozambique, South Africa,
Sweden, Tanzania, European Commission and the World Bank are participating
as observers.
Programme of work
- GBEP Report
- "A Review of the Current State of Bioenergy Development
in G8 + 5 countries." (PDF - 2 MB) Released to the
public on 13 November 2007, the Report provides a platform for
future work of GBEP towards the sustainable development of bioenergy.
- Facilitate the sustainable development of bioenergy and collaboration
on bioenergy field projects. GBEP is discussing how the GBEP
Report and the 2007 G8 mandate could guide the partnership's
future work towards the sustainable development of bioenergy
and facilitate collaboration on bioenergy field projects.
- Formulate a harmonized methodology on GHG emission reduction
measurement from the use of biofuel for transportation and from
the use of solid biomass. The GBEP Task Force on GHG methodologies
is working to develop a harmonized methodology to be used by
policy makers in all countries (developed and developing). The
main deliverable will be the template or best practice guidance
on the harmonized methodology for conducting GHG lifecycle assessments.
- Awareness raising and information management. GBEP's awareness-raising
and information management activities seek to increase the understanding
of issues related to bioenergy development.
