Global Ministerial Environment
Forum
At
the twenty-third session of UNEP's Governing Council / Global Ministerial
Environment Forum (GCSS/GMEF), governments agreed to make energy
and its links to the environment the focus of their next gathering.
This was conducted in Dubai on 6-9 February 2006, prior to the fourteenth
session of the United Nations Commission on SustainableDevelopment
(CSD) of 1-12 May 2006, which reviewed progress on energy, among
other issues.
A UNEP background paper to the GCSS/GMEF presented the main energy
issues facing the world today, with a focus on environmental effects
and consequences. The discussions, which this paper was intended
to support, resulted in a summary by the chair person, with no negotiated
text being produced. The GCSS/GMEF thus provided ministers the opportunity
to engage in open discussions on energy and environment, in advance
of the CSD negotiations.
