Global Overlays

Environment (URC) and the World Bank
The URC extended the World
Banks Climate Change Global Overlays to the transport sector.
The World Banks
Climate Change Global Overlays are a new analytical concept established
to integrate global environmental externalities into economic and
sector work. The Overlay calculates GHG emissions for a given sector
and outlines cost-effective GHG abatement options available to the
country.
The "Global Overlays" for the transport sector is a tool
for integrating global environmental impacts into transport activities.
The Global Overlays Guideline document
includes a number of conceptual issues relating to GHG externalities
including baseline definitions and policy costs. Specific policy
options under consideration include new technologies, economic instruments
and infrastructure planning. The global overlay analytical framework
is illustrated in relation to a number of stylised case examples
including: Urban air pollution control in New Delhi, highway project
in China, road pavement in Chile, LPG buses in Mauritius and a vehicle
maintenance programme in Pakistan.
