Climate Change
Climate change presents the world with an immense challenge, but
also with a substantial opportunity to create new industries and
new products based on sustainable forms of energy. To address this
challenge, the Kyoto Protocol has been developed as the first global
mechanism to limit greenhouse gases. One of the tools under the
Protocol is the Clean Development Mechanism (CDM), which is intended
to promote foreign investment in developing country cleaner energy
projects and simultaneously address the issue of sustainable development.
With the international framework for the CDM presently under development,
many complex legal, financial and technical issues still require
further discussion. Under these circumstances, most developing countries
with limited institutional capacity will face a significant challenge
in taking a pro-active approach to participate as equal and reliable
partners in CDM when it becomes operational.
Current Activities:
Capacity Development for
the CDM
Reflecting the needs of developing countries, UNEP DTIE and UNEP
Risoe are implementing a 4-year project to help 12 developing countries
increase their capacity to particpate in the CDM. The Capacity
Development for the CDM project is funded by the government of
the Netherlands.
CDM Market Update":
The quarterly CDM Market Update" newsletter is a
joint effort between among the United Nations Environment Program
(through its CD4CDM project) and, the World Bank Carbon Finance Business
and the International Emissions Trading Association.. The objective
of the Update is to contribute toward the enhancement of the local
capacity for the CDM market development by providing information of
use to that will be useful for project developers and other experts
in CDM host countries.
