1. Existing typical
large-scale (on-grid) renewable energy projects in GEF
eligible countries which can also be applied for Clean
Development Mechanism (CDM) in order to
a. Identify how key
risks and barriers perceived by financiers can be mitigated
through risk management instruments and structures
b. Assess successful instruments and structures and/or alternative
new approaches that can be replicated or adapted in GEF eligible
countries based on public-private-partnership.
2. The practicability
and constraints of developing such instruments and structures,
delineating the risks that the private sector could assume and
those it cannot, and recommend possible modalities of such instruments
and structures with public support to kick-start the market.
