Compliance with the phase
out provisions of the Montreal Protocol on Substances that deplete
the Ozone Layer requires actions to address both supply and demand
of Ozone Depleting Substances (ODS). The supply will decrease
once the major production plants are closed down and effective
trade controls are in place. Illegal trade of ODS threatens to
undo the successes already achieved under the Montreal Protocol
and could pose grave dangers to the compliance of Article 5 (developing)
countries if left unchecked.
In order to control and
monitor the amount of ODS entering or leaving a country, import/export
licensing systems have become mandatory for all Parties that have
ratified the Montreal Amendment to the Montreal Protocol. The
successful operation of such licensing systems and the prevention
of illegal trade depend on properly trained customs and enforcement
officers.
Nothing to Declare: Good
Customs to Save the Ozone Layer is designed to introduce customs
and Ozone officers to the reality of the illegal trade and to
preventative measures that can be taken. The video is intended
for use at training programmes and includes comprehensive listings
of ODS, their container types and smuggling examples. Undercover
footage, ODS abuse and analysis by experts provide a thorough
grounding in a critically important environmental crime.

Etre en conformité
avec les mesures de réduction d'émissions du Protocole
de Montréal relatif à des substances qui appauvrissent
la couche d'ozone requiert des actions touchant à la fois
l'offre et la demande de substances qui appauvrissent la couche
d'ozone (SAO). L'offre diminuera une fois que les principales
usines productrices seront fermées et des contrôles
commerciaux efficaces mis en place. S'il n'est pas combattu, le
commerce illégal de SAO risque de défaire les succès
déjà obtenus par le Protocole de Montréal
et pourrait causer de graves difficultés pour la conformité
des pays de l'Article 5 (en développement).
Afin de contrôler
et vérifier la quantité de SAO entrant ou quittant
un pays, des systèmes de licences d'importations/exportations
sont devenus obligatoires pour toutes les Parties ayant ratifié
l'Amendement de Montréal au Protocole de Montréal.
Le succès du fonctionnement de ces systèmes de licences
et la lutte contre le commerce illégal reposent sur la
formation appropriée des agents de douane et de contrôle.

et des Bureaux Ozone à la réalité du commerce
illégal et les mesures préventives qui peuvent être
prises. La vidéo a pour but d'être utilisée
dans les programmes de formation et inclut d'importantes listes
de SAO, les types de conteneurs et des exemples de trafic. Des
vues de camera cachée, des abus liés aux SAO et
des analyses d'experts fournissent une base solide sur ce sujet

En conformidad con la fase de 'no suministro'
de sustancias que merman la Capa de Ozono aprobada en el Protocolo
de Montreal, se precisa tamar medidas para tartar mbos aspectos
tanto el de suministro como de demanda de clorocarbonos (CFC).
El suministro se reduciria una vez que las mayores plantas de
produccion se cerrasen y que medidas para un eficaz control
del Mercado se ponganen marcha. El comercio illegal de CFC amenaza
con deshacer todo 10 ya logrado durante el Protocolo de Montreal
y podria ocasionar serios peligros de acuerdo con el Articulo
(en paises de via de desarrollo) si se deja este asunto sin
comprobar.
Para poder controlar y supervisar la
cantidad de CFC que entra y sale de un pais, l sistema de licencias
de importancion/exportacion ha llegado a ser obligatorio ara
todos los Partidos que han ratificado la Enmienda de Montreal
durante dicho Protocolo. a exitosa operacion reguladora de el
sistema y de prevencion del comercio illegal epende de aduaneros
debidamente capacitados y de oficiales que hagan cumplir la
ley.

disenado para mostrar a aduaneros y a oficiales de Ozono la
realidad del comercio illegal y asi tamar medidas preventivas.
El video tiene como finalidad ser utilizado en programas de
formacion e incluye una lista completa de CFC, como aparecen
en distintos tipos de envases y ejemplos decontrabando. Imagenes
clandestinas, el abuso de CFC y el analisis realizado par expertos
proporcionan instrucciones precisas sabre esta situacion tan
critica de crimen medioambiental.
